Fourth side of the ball court fence

There's a distinct whiff of 'afterthought' about the digging, drilling and sawing that went on today. Presumably if it had always been intended that the ball court would have new fencing on all four sides, then the foundations would have been put in place from the start? But throughout the day the tarmac at the far end of the court was dug, the fence posts were cut, and bit by bit the fence was installed.

This work was done with ball games going on around it. In the upper photo the lunchtime regulars from a nearby school are just about to collide with the two guys in the corner. In this lower photo, later in the day, bits of the fence are starting to go up.
