Early evening, after the day's work is over

I was out today, so these two photos were taken just before 7.30 in the evening. I didn't see any of the work taking place, but it's clear from the top picture that the Meeting House Garden wall has been re-constructed — and this time it seems to accommodate all the paving stones.

The second photo shows that topsoil has been distributed in the inner bed of the Quiet Garden, where (according to the printed plan) 'woodland-type grass' will be planted. What is that thing that looks like an upturned pram chassis at the end of the path (top left quadrant)?
